New evidence in Yolanda Garcia's Murder
Seven months after the brutal death of 24 year old Yolanda Garcia, Texas Ranger Joaquin Jackson says that new evidence discovered in the case could bring murder indictments for several people very soon.
’ We could possible get one indictment if we took the case before the grand jury next month,” said Texas Ranger Joaquin Jackson last Tuesday, ‘ ‘but we are sure there are several persons involved and we need to do some more work to make sure
everyone suspected comes to trial. We are sure we can take the case, before the grand jury in April of this year.”.

La Sra. García fue reportada desaparecida el miércoles, 18 de abril, 1979 después de que ella salió de su trabajo en la Escuela Elementaría Dalton en donde ella trabajaba como ayudante de maestra y no regreso a la casa de sus padres. La policía recibió el reporte de su desaparición de sus padres, el Sr. y Sra. Salvador Hernández y mas tarde de su esposo Richard Garcia.
Amigas de la Sra. Garcia dijeron que ella les había dicho que se hiba a casa
para preparle a su madre un pastel de cumpleaños. Mas tarde se reportaron varios rumores que la habían visto ser llevada por dos hombres en el estacionamiento de la tienda de abarrotes HEB pero la policía dice que nadie ha salido ha confirmar esto. Otros dicen que la Sra. Garcia les dijo que la troca que ella manejaba ese dia y que pertenecía a su padre casi ya no traía gas.
El Departamento de Policía de Uvalde envio un aviso de persona desaparecida y empezó la investigación. Al hacer un llamado publico para información sobre una
troca pickup Dodge 1973 la policía recibió un llamado de un residente de Batesville que la troca se encontraba alli.
El Texas Ranger Joaquin Jackson fue llamado a investigar y un helicóptero del Departamento de Seguridad Publica fue llamado en busca de la Sra. Garcia. El Sherife del Condado de Zavala Elfego Martinez también asistió en la investigación.
Dentro de solamente unos minutos el cuerpo de unos minutos el cuerpo descompuesto de la victima fue encontrado el lunes, 22 de abril, 1979. Lluvias fuertes durante
esos dias que no se sabia en donde se encontrava la Sra. Garcia, perjudico mucho la investigación en el area, pero las autoridades reportaron después que la Sra. García murió de multiples heridas en el pecho.

La Sra. Garcia fue sobrevivida por su esposo Richard, dos hijitos, Richard, quien tenia 6 anos y Geraldo de seis meses en esa fecha; sus padres, el Sr. y Sra. Salvador Hernández, tre hermanos y tres hermanas.
Freak Accident
A Houston man, Phillip Dale Kelley, 38, suffered serious injuries when he stepped into the propellor of the airplane that would have takne him home after a hunting stay here.
The incident occurred Tuesday night around 8:30 at the Uvalde Airport as Kelley and his party were preparing to leave.
According to local authorities, everyone was already inside the plane when someone asked if all the luggage was in. Kelley then stepped out and into
the moving propellor of the airplane.
The victim was rushed to Uvalde Memorial Hospital by the Uvalde EMS. It is reported the victim may lose one of his arms as a result of the injuries.
The accident was the most serious one reported in the holiday period in Uvalde County.

Valentine Queen Contest
Public comments are invited during a hearing that is to take place on January 8, 1980 at the Camino Real Conference Room starting at 3 p.m.
Subject of the forum is the proposed manual that will govern the criteria and procedures for reviewing applications under the certificate of Need (CON) program and the proposed Uses of Federal Funds (PUFF) program.
Site of the public hearing is the second floor conference room. Heritage Plaza, 410 South Main

Under the Certificate of Need program, the Camino Real Health Systems Agency, like the other 11 agencies in Texas, has the responsibility of overseeing the growth, expansion and changes in the health delivery industry. Before a health facility, hospital, nursing home or clinic can construct, expand, change or add services, it must apply for a apply for a permission granting Certificate of Need from the Texas Health Facilities


Commission. Certificates are granted only after careful review of applications.
The Camino Real Board of Directors forms the first line of such review. Recommendations for either approval or dissaproval of CON applications from Camino Real are then forwarded to the state agency for final disposition.
Among the purposes for the creation of CON legislation is one that would give the affected community the opportunity to comment on the effects of
such a change.
Creators of the CON program also desired that it be used as a cost containment tool. Should a health project, in the eyes of the community, be excessive or unnecessary, a disapproval of the issuance of a Certificate would prevent the project from being implemented.
Applications under the PUFF program undergo similar review. Health related proposals that consider using federal monies for their operation

Un hombre de Houston, Phillip Dale Kelley, de 38 anos, sufrió graves heridas cuando accidentalmente se atravesó enfrente del papalote del avion en el cual el se disponía a salir de regreso a su casa después de viaje de cazeria en esta ciudad.
