Freak Accident A Houston man, Phillip Dale Kelley, 38, suffered serious injuries when he stepped into the propellor of the airplane that would have takne him home after a hunting stay here. The incident occurred Tuesday night around 8:30 at the Uvalde Airport as Kelley and his party were preparing to leave. According to local authorities, everyone was already inside the plane when someone asked if all the luggage was in. Kelley then stepped out and into the moving propellor of the airplane. The victim was rushed to Uvalde Memorial Hospital by the Uvalde EMS. It is reported the victim may lose one of his arms as a result of the injuries. The accident was the most serious one reported in the holiday period in Uvalde County. Under the Certificate of Need program, the Camino Real Health Systems Agency, like the other 11 agencies in Texas, has the responsibility of overseeing the growth, expansion and changes in the health delivery industry. Before a health facility, hospital, nursing home or clinic can construct, expand, change or add services, it must apply for a apply for a permission granting Certificate of Need from the Texas Health Facilities Commission. Certificates are granted only after careful review of applications. The Camino Real Board of Directors forms the first line of such review. Recommendations for either approval or dissaproval of CON applications from Camino Real are then forwarded to the state agency for final disposition. Among the purposes for the creation of CON legislation is one that would give the affected community the opportunity to comment on the effects of such a change. Creators of the CON program also desired that it be used as a cost containment tool. Should a health project, in the eyes of the community, be excessive or unnecessary, a disapproval of the issuance of a Certificate would prevent the project from being implemented.
