El costo total del proyect se estima entre $25,000 a $30,000 dentro de los 4 años. El esfuerzo de este año será dirijido hacia el area Plaza del centro, y los edificios a su alrededor y la arca del centro. Cada año se aumentarán las luces y decoraciones con la culminación del proyecto al mismo tiempo que se termine el proyecto del Rio Leona, cuando Uvalde tendrá un Paseo del Rio en Navidad, similar al de la ciudad de San Antonio. Se anima a todos los negocios, asi como personas individuales que hagan su donación para este esfuerzo, ya que el intento es de sequir aumentando las decoraciones por las Calles Gctty y Main igualmente. The state joined the lawsuit at the request of the Texas Water Comission and the Texas Parks and Wildlife Department, according to a story in the Austin American Statesman. The State, opponents of the state’s involvement in the lawsuit say, has no control over ground water. The Texas Water code states that "groundwater., belongs to the owner of the land above it and may be used or sold as private property. " "Texas courts have adopted, and the legislature has not modified, the common law rule that a land owner has a right to take for use or sale all the water that he can capture from below his land," states the Handbook of Texas Water Law by Ronald A. Kaiser. The Sierra Club has also been joined now by the cities of New Braunfels and San Marcos, because they are both dependent on the aquifer for spring flow. They stand to gain economically if pumping from the aquifer is controlled to maintain spring flow to their areas. Those on the other side of the issue see their intent is not so much to protect the fish but rather as a battle of economics. These cities arc protecting the camping and tubing tourist business and maintaining a spring flow is more economical than by pumping the water to their springs. As stands to reason, Uvalde and Medina farmers and ranchers, who insist on a landowner’s right to the water beneath their property and who are highly dependent on it for survival arc on the side of City of San Antonio and a number of industrial water users, including US A A and the catfish farmer still being argued and may be headed for the courts. Who will be our representatives in Austin will also affect the outcome of the groundwater issue and nothing is certain at this point. For Uvaldcans it is important to stay abreast of these developments, because the outcome will have a tremendous impact in our local economy. While farmers may seem to be the most affected by the water issue, it will eventually affect everyone’s pocketbooks, the local economy. The current directors for the Uvalde County Underground Water District were elected on January 20, 1990 are Rodney Reagan, President; Maurice Rimkus, Vice President; Knoxie Johnson, Secretary-Treasurer and Cecil Kirk.
