Garcia, City Manager for Crystal city and Executive Director for the Community Agency for Self Help, has been elected to the Board of Directors of Rural America, announced George Ballis, Board Chairman. Mr. Garica was elected for a three year term and will serve along with former Crystal City native Ms. Gloria Moralez, now of Frenso, California. Rural American is a non-profit membership organization set up to give people in rural areas and small towns a stronger voice in Washington. Currently rural America provides technical assistance to farmworker housing organizations, helps rural people take part in the formation of national policies on the use and conservation of energy, works with groups interested in helping farmers with limited resources obtain farmland, monitors the federal government's small town community development block grant program, and trains rural housing workers in methods of counseling prospective homeowners. District explains new High School proposal The Uvalde Consolidated Independent School Dist-trict Board of Trustees elected to call a $6.2 million bond election for Saturday, November 10, 1979 at a special session Tuesday night. The purpose in calling the bond electionn is to construct a new, three-year high school facility, to alleviate the crowded conditions that exist in the Uvalde schools. The Board, using data and information from four years of studying the facility problems, arrived at the decision of the three-grade senior high because it would provide the square footage adequate for three grades in the price range they (the Board) felt the tax payers in the district could afford. It would also allow the dist-trict to best utilize the existing facilities, by making the current high school plant a two grade facility for the eighth and ninth grades, and leaving the seventh grade on the present junior high campus. This allows for future growth at all three sites, since the new facility would be constructed for 1,200 students of the top three grades, with core facilitites for 1,500. Cost of the new construction wouuld be $5.8 million, while an additional $400,000 would be used for renovation, repairs, additions and fees. The new high school would have 55 teaching stations and 125,299 square feet. This provides adequate space for the top three grades and allows an average of 400 students per grade in the initial planning, with core facilities that will allow expansion for 500 stu- dents per grade, which projections indicated will serve the district for many years. The new facility will not be air conditioned, upon recommendation of the Citizens Adisory Committee. The Citizens Committee felt the maintenance and operational costs of an air-conditioned facility would be more than the district could afford, if energy costs continue to soar. The school will be constructed on the site adjacent to the present high school, and just to the south. Taxes on a $20,000 home for the 1979-80 school year would be $143.10. After the $6.2 million bond election, the same house would be taxed at a $2.20 rate or $198.00, an increase of $54.90 per year, or $4.57 per month. The taxes on a $40,000 home would be $333.90 at the current rate and after the bond isssue they would be $462.00, an increase of $128.10, or $10.67 a month more. s°ve! You’ve just been threatened with repossession. But all you really need to get out from under is a little time. There is now a way you can get that time. On October 1, 1979, an expanded law went into effect that allows you as an employed person, to go to court un der Chapter Thirteen of the Bankruptcy Act—Also called the Wage Earner's Plan—to get some time to pay back your debts. This does not mean you are de daring bankruptcy, instead, you are asking for the protection of the court to help you work out a plan with the agreement of your creditors so you can pay them back. Here's How It Works You file a list of all of your debts with the Court. You also file a list of your essential expenses every month. That would include food, shelter, clothing, utilities, taxes, transportation, medicine, etc. You can also add a small amount for unexpected costs. The difference between what you make and what you necessities cost is assigned to a trustee of the court who pays your creditors. Normally, the court allows you up to 3 years to pay off these debts under the Wage Earner’s Plan. So the diffemece between your salary and expenses must be enough to pay off your debts within that time. But the big thing that this plan provides is protection from garnishment and harassment by creditors, and also from repossession as long as you are paying off your debts under court supervision. And under the law, creditor can no longer bother cosigners of your loans while you are paying under this plan. There are a couple of costs involved. You will need to have $60 to pay the court cost, although you might be able to pay this in installments. It would also probably be wise to get a lawyer to help represent you before the court and fill out the forms. If you check with a few lawyers, you should be able to find one who will cost the least. When you finish paying your debts you will have what seems to be a large raise in pay because you will get to keep what you have been paying into the plan.
