Downtown improvements suggested Architect Jack Graves told the Uvalde City Council Tuesday he wanted to make it clear that he does not wish to destroy the downtown Fountain Plaza. T am absolutely amazed that anyone would dare think that our Arquitectural Finn would recommend destroying ANY tree, be they mesquite, oaks or whatever!" “We spend our lives working with the landscape,” he added designing buildings to utilize existing trees— and doing parking lots with greenery and shade to alleviate the look of barren ashpahlt.” The subject of the Plaza bing considered for parking space came into being as the Opera House restoration program developed and Graves discussed future uses of the restored building with grantees for the project, since he is the arquitect for the project, Graves made a study of the parking space availabe for the downtown area and presented it to the Council. He said its sole purpose was to establish a framework for consideration in Future Capital Improvements by the City, hopefully with a downtown merchants association, the Chamber of Commerece and all the Garden Clubs for a general Downtown Improvement Program. Graves expressed concern for the preservation and improvement of the downtown area. He suggested the cleaning up and restoring of building fronts; removal of vacant derelict buildings; landscaping of the sidewalks, plazas; providing landsacped working areas; better lighting of areas and buildings and ” anything else that will make the central core of Uvalde attractive and usable for its citizens and visitors.” Graves said the number of parking space available downtown according to his sutdy was far short of the required standard for the 700,000 square feet of total commercial space. The ’controversy' ’ about the Plaza was created by a news report by the local radio station several weeks ago about the upcoming Graves report and responded to by a letter to the editor by Attorney Pedro Nieto (El Uvalde Times, Dec. 6 issue in Spanish) Louis Colvin of the Greater Uvalde Retailers Association was present at the city council meeting saying that her organization did not support the destruction of the plaza and had had nothing to do with the proposed plans to use it for downtown parking. Tuesday night Graves presented three plans to obtain additional parking spaces from he plaza, nevertheless. One showed cutting into the north and west sides, the second showed half of the Plaza on the west side cut out for the parking with trees left undisturbed and the third showed the Plaza being cut into from all sides leaving only small landscaped comers and walkways toward the fountain. This plan does not remove any trees but would remove most of the grass. Graves also recommended landscape lighting for the Fountain Plaza. This moonlight ’ ’ effect, he said, would show off the trees and the plaza beautifully at night and was the lowest energy use type of security or aesthetic lighting available. He said it was hoped the Opera House would be floodlighted from plaza in the future. Joe became ill several weeks ago and to date doctors have not been able to determine the exact nature ot his illness. The Uvalde Jaycees have undertaken a special fundraising drive to help the family with the surmounting medical bills and the community has responded tremendously. Joe is very well known and loved in Uvalde and everyone seems to want to do their share to help him and his family. This Sunday at the City Fairgrounds the Jaycees are sponsoring a Barbecue Dinner from 11 a.m.to2p.m. Tickets are $2.25 per plate and can be purchased from any club member. County Commissioner Gilbert Torres has placed the consideration of removing the proclamation on the agenda of Monday Morning’s Commission er’s meeting but his out motion died for lack of a second. Torres told the Court that in view of the fact that the Parks and Wildlife Department was issuing doe permits and other game was plentiful and after becoming aware of the problem the proclamation was causing, he recommended its removal Only Judge White responded on the matter saying the proclamation had to remain in effect until the coming year when the Commissioners Norment Foley, Gene Use and Woodrow Heard. When interviewed later by El Uvalde Times Judge White agreed the proclamation seemed unfair in view of the surplus of game, but said there was nothing he could do. He said it would take a higher court to decide the validity of the proclamation.
