Parents are also insisting that the district enforce its policy that the students should be re-taught and re-tested due to the high number of students failed. Those attending the executive session stepped out into a crowded hallway of other parents and teachers there to attend the open meeting. The majority of those present were there to support a written statement to the board which expressed the remarkable changes at the Uvalde Junior High this year. Lori Zimmerman and Debra K Janes teachers at the school were spokepersons for the group. The statement signed by 62 teachers and support staff at the school was as follows: 900 numbers need to watch out for in 900 numbers, including appeals that fail to disclose any costs up front, entice you to call for what turns out to be bogus products or services or pitch programs to children and teenagers. The FTC gives tips on how to protect yourself from 900-number scams. Those include knowing what the 900-number calls will cost before you make them, thinking twice before calling a 900 number offering a free gift and checking your phone bill for 900-number charges. Businesses, known as information providers, establish 900-number programs and contract with long distance companies to carry their programs. Southwestern Bell does not provide 900-number programs nor does it set related charges. Rather Southwestern Bell handles billing for 900 numbers in the same way it bill for traditional long distance charges. The pamphlet tells customers what to do if they have a problem with 900-number charges on their phone bill. That includes calling the billing inquiry number at the bottom of the page where the 900-number charges appear. The number may be answered by a Southwestern Bell employee or a long distance company representative, depending on the choice made by the long distance company. "Southwestern Bell believes customers should pay for 900 services they use," said Karen O’Neill, local Bell Manager. "However, if you feel you have been misled or unfairly charged by a 900 service, we will delete those charges from your local phone bill. Ms. Janes also stated that she had presented to Mr. Curtis 28 letters from students at the school who were asked to write whey they thought school was belter this year. Olga Carbajal, a custodian, also presented a letter from herself and three other custodians at the school. These four custodians also expressed praise and support for the principal to El Uvalde Times. Ironically the next four persons to speak were there to complain about principal Gayle Watkins. Mrs. Rosario Martinez spoke in Spanish to the board, through Roy Luevano as interpreter, complaining that for years her daughter had been beaten up by another student in the special education class they attend. She complained that Mr. merchandise or "gab" lines or for programs that are sexually oriented, discriminatory or deceptive. "Experience tells us that customers associate us with the service we bill for, even if we don’t actually provide it," O’Neill said. "That’s why we have set strict standards for 900- Number calls that do appear in our bills. Mrs. Martinez also alleged that her daughter was threatened that if she complained she would be taken to the. principal and beaten up. Board President Frank Hidalgo assured Mrs. Martinez that her complaint would be investigated and she would be contacted by Mr. Curtis. Mrs. Lydia Durbin appeared to complain that her son had been suspended for a year for carrying a cigarette lighter in his pocket. The boy had refused to show the contents of his pocket at school and was suspended for that reason. She stated that he had refused to show it al school because he knew students are not allowed to carry tobacco products at school and would be in trouble if he showed it. She stated that her son should have been sent to the alternative center rather than be suspended for a year. Assistant Principal Maria Martinez explained to El Uvalde Times that the student was not expelled for the remainder of the year, but simply suspended for three days for refusing to show the contents of his pocket, even in front of his mother when she was called to the school. Mrs. Durbin called the school later to tell them it was a cigarette lighter her son had in his pocket and wanted her enn re-admitted. Custodian Mario Bernal attempted to present a complaint against the principal but was interrupted because employee grievances must be presented in executive session. Over 20 yrs. Main • Uvalde • 278-2537 Superintendent Paul Curtis said he had explained to Mr. Bernal that he needed to come by the central office to pick up an application for such a hearing before the board. Mr. Bernal told El Uvalde Times that Mr. Curtis didn't explain this to him but simply told him that he could be heard at the regular meeting of the board. Roy Luevano addressed the board also regarding Mr. Watkins, saying that while he may be the best school administrator, he has a problem communicating with the parents and suggested that Mr. Watkins be relieved of his job. A. S. Tex Elliot appeared to ask the board on the policy on riding the school buses. He asked if seats should be provided for each student riding the bus on out of town trips and how long a bus should wait for the students to get on the bus. He explained that on some occasion it appears the bus does not even stop and one time two of the students were able to get on the bus while one was left standing on the steps. He also asked the board to hold a "gripe session" regarding the athletic department, saying he felt that there was a lot of dissention between coaching and parents.
