I suggest that concerned citizens will do well to study the matter, too, and avoid excited conclusions based more on passion than on wisdom. I know very well that a proposal for a mil-iltary draft would set off explosions of indignation among many people, not only the younger ones who might be called to service but others who consider any such suggestion as war-like in nature. Yet sober examination of our nation’s present status suggest that the least we can do is consider possible needs and alternative solutions. 1 have reached no conclusion on my own position, but as I study the question, I urge that most Americans might also do the same. Volunteer Force Questions In the post-Vietnam era, we all welcomed the proposal for an all-volunteer military force, but there are now reasons to question whether our Ariny, Navy, Air Force and Marine Corps, can get enough young men women to meet their needs. None of the Services did so in the last quarter of 1978. The services signed up 64,800 men and women in October through November for 90 per cent of their announced targets. The Air Force achieved 95 per cent, the Army 93 per cent, the Marines 86 per cent and the Navy 85 per cent. We know also that our reserve and national guard units are having major manpower shortages. The active duty forces, perhaps by executive influence, are saying they can do their job initially if war should come. But they doubt that there is adequate back-up personnel. Military planners always consider various alternatives. They say that if war should come in Europe by Soviet-Warsaw Pact aggression, we would face initial casualty losses that would have to be met with replacements from the reserves and guard. Would Lack Trainers If the replacements had to be sent to the fighting fronts, there would not be adequately skilled personnel to train raw recruits brought in civilian life. The military services say they need at least six months to train new personnel, so we must ask ourselves whether we must begin training before we must face battlefield casualties.
