De acuerdo con el Alcalde Bill McWhorter, “Sin una renovación del Plan U valde 2000, el Concilio de la Ciudad, el personal de la ciudad y las directivas y comisiones no tendrán guias para decidir asuntos como la extención de lineas de utilidades, el cambio de las zonas de distritos de residencia a negocio o vice versa, la iniciación de programas de mejoramientos de capital de multi-millones, o la colocación propia para industrias en la ciudad.” Al Alcalde McWhorter explicó que el proposito de el reviso del plan Uvalde 2000 tiene dos propósitos: (1) el proever un mecanismo para comunicarse con el público para así determinar la dirección para Uvalde en el centenario 21; y (2) el proever un Plan Comprensivo útil que proporciene metas y objetivos para el desarrollo de Uvalde. Citizens urged to help prepare Uvalde for 21st Century What kind of city will Uvalde be in the 21 st century? That is a question which the City Council will be answering during the next few months as it undertakes a review and update of its Uvalde 2000 Comprehensive Plan which will enable the city to prepare for the 21st century. According to Mayor Bill McWhorter, "Without an update of the Uvalde 2000 Plan, the City Council, City Staff, and City Boards and Commissions have no direction for deciding whether or not to extend utility lines, change zoning districts from residential to business or vice versa, initiate a multi-million dollar capital improvements program, or the proper location of an industry in the city.” Mayor McWhorter explained that the purpose of the Uvalde 2000 review process is twofold: (1) to provide a mechanism for communicating with the public in order to determine the direction for Uvalde in the 21 st century, and (2) to provide a viable Comprehensive Plan which provides goals and objectives for the development of Uvalde. 1. Communication Process The communications process will include citizen committees, public hearings and news media coverage which will provide information concerning the public's perception of existing city services, the public's desire for more or less city services, the public's willingness to pay for more services and the public's idea of what Uvalde in the 21st century should be. A major par t of the communications process will be the work of the following Committees with over 70 citizens appointed by the Mayor and City Council to review the main components of the Plan: a.
