Rich... cant'd from pg. i Loehr re-elected John Loehr was unanimously reelected to serve as president of the Uvalde School Board following the installation of the recently elected board members Dr. Cecil Arnim and Alfonso Canales. Ismael Sosa was elected Vice-President and Charles Griffin will be the new Secretary-Treasurer. Other items discussed during Tuesday night’s meeting included the following: * Th e enrollment report showed there were 4,688 students in the Uvalde public school system, a drop of 63 students from this time last year, with the most noticable drop in the projected number being at the Junior High with only 702 of the 780 expected. The high school has 1,183 when the projected number of this time had been 1,345. *A total of $1,315,022.28 has been collected in taxes with $267,172.70 still delinquent in Uvalde and $31,107.67 delinquent in Batesville. *The board approved the sale of $700,000 of the approved bonds so that the repairs that are badly needed at the Junior High School may be initiated. The building’s electrical wiring and decaying windows are causing great concern to the board. Also an outstanding bill to the arichitects for $50,000 for the preliminary work of the new high school also needed to be paid. The sale of the remaining bonds of the 6.2 million approved by the voters will be delayed in hopes that the interest situation improves in the near Council... budget for 1'980-81, it appears that the city will go into 1980-81 with some $98,800 in Revenue Sharing funds. The current law runs out in September of 1980. If it is not renewed, $117,000 can be expected next year If renewed as is, $233,900 should come in. At this time, no bids had been made for harvesting hay at the airport. Upcoming items include possible paving of Reyes Alley, consideration of Uvalde TV Cable Corporation’s rate request future. *The board approved the tuition rate for transfer students to the U.C.I.S.D. district of $420 per year. There are four transfer students attending the Uvalde schools this year. ♦The 1980-81 School Calender was approved. School is to begin August 21, 1980 and end May 27. Less trips for band In view of the high cost of gasoline, Uvalde band and athletic students may expect fewer out of town events. Although the board approved the $27,787.00 for the band budget last Tuesday it is possible that some reduction may be made when the final general budget is approved later this year. Dr. Little stated that fewer out of town participation by the band at football games may even be beneficial to our schools and for the other communities, since the half time performances could be longer for the bands when they did not have a visitor to accomodate. The band budget was presented by Assistant Band Director Joe Babcock, and shows and increase of some $2,000 over last year. Besides the increased cost of gasoline the budget shows that the U.I.L. entry fees have been doubled per individual for the next year. Instrument repair saw a sharp increase this year also and more is expected. and applications for Assistant City Manager. Mr. Luna’s request for water service to a single family dwelling on Laredo Street was granted as long as the sewer is also connected. Mr. O.F. McDonald’s request for water service to an existing single family dwelling at the intersection of Ft. Clark and Benson Roads was also granted. ♦Approval was given to grant Magna Vista’s request for gas service to 11 lots on Ft. Clark Road. ♦Approval to pay the March bills. Rich said, replied “What study? when asked by a newspaperman in Laredo about a study carried out by the Veterans Administration to determine whether to place a satellite VA medical center in Laredo or McAllen." The clinic was opened in McAllen. Rich suggested that “if Kazen is more concerned about the interests of defense contractors than the interests of the voters, he should resign his seat and register as a lobbyist." Responding to Kazen’s recent charge that Rich does not belong on the Democratic ballot because of alleged membership in La Raza Unida and Ciudadanos Uidos, Rich reiterated that he has never belonged to these organizations and challenged Kazen to prove his allegations. Rich Stated that he had once attended a meeting School Board but merely to obtain the deserved pay increases for the classroom teacher. He was responding to our inquiry about the pay increases of four administrators in an executive meeting on February 5, 1980. The news media was not notified until questioned on the matter month later. In that meeting Superintendent Eddie Little was given a local increment of $1,500; Federal Program Director Joe Ammerman, Assistant Superintendent Paul Curtis and Curriculm Dr. Elmer Ireton all received local increments of $1,000. Paul Curtis has been employed here for two years. This is Dr. Ireton’s first year with the district. Many curriculum changes for next year As required by House Bill 508, Texas public schools will return to the semester system in the 1980-81. Uvalde high school graduates will be required to complete 20 units in the following courses: English 4 units; World History or Geography Studies, 1; American History 1; American Government 1; Mathematics, 2; Science 2;Physical Education I3/»; Health Education Vi; and Electives, 7 units. Gifted and Talented Program approved Providing the district obtains state funding, Uvalde will initiate a special program for the talented and gifted. The program has been developed after Mrs. Lorraine Ponish made the suggestion to the board several months ago, committee of Curriculum Director Elmer Ireton, Principal Wyle Walden of Ciudadanos Uidos several years ago as a guest to ask for funds from the committee to help provide Thanksgiving baskets to the needy of Crystal City. Ina countercharge rich complained that Kazen’s accusation indicates that he is “grasping at straws." The Voters, said Rich, are asking “Why do we have a 20% inflation rate?, Why can’t we afford to buy a home?, Why can’t we afford adequate medical care?, Why must we pay such outrageous utility bills?, Why can’t we afford to serve well-balanced meals to our families?" These are some of the issues, stated Rich, that the people want discussed and which Kazen is avoiding my making his spurious allegations. and teacher Brenda Luna has been working on a proposal to obtain state funding for the program and the group is very optimistic it will be successful. Some 75 students are expected to participate, and the board gave its full support to the program. Special English for limited English Speakers Beginning next year the district will implement a program by which those students whose native tongue is not English (in Uvalde that means Mexican Americans) will be placed in English Language Development classes in grades 4-12. Teachers will evaluate the students and recommend them for the program. The program is prescribed by the State Board of Education. According to the U.C.I.S.D. the students have been tested by the Language Assessment Scales Test or the Del Rio Language Test. Teacher recommendation will have a large bearing on which students will participate. < LADY? This woman, who was born in 1752, might be considered the forerunner of women who organized consciousness raising groups over 200 years later. She was the author of the book, “By A Lady Of Boston, ’’ and organized a group called the Women’s Lodge which was dedicated to “improving the mind; that by strength and wisdom, we might beautifully adorn the female character." Who was that lady?
