Rogelio Perez Plans to Suit For Back Pay AUSTIN: The former director of the Governor's Office of Migrant Affairs, Rogelio Perez, has been given a state job again, but has announced that he plans to file suit to recover the nine months’ back pay that he feels he is entitled. Attorney General John Hill has issued an opinion that he is not entitled to it. Both Rogelio Perez and Joaquin Rodriguez were cleared of all charges of which they had been accused and Governor Briscoe has reinstated them with increased salaries and ordered that they be paid for annual and sick leave for which they were entitled. The charges were dropped on October 18. Perez said that Governor Briscoe did not suggest that he file suit for the back pay but had inidi-cated that both men are entitled to backpay for the time they were suspended while under indictment in South Texas. Governor Briscoe asked for an opinion from the Attorney General’s Office on the matter, but the request forback pay was promptly turned down by Hill’s office. Perez had insisted all along that the indictments had been politically motivated since Judge Darrell Hester, who was the judge that charged the men with forgery, was a strong Hill supporter in the Democratic Primary. First Perez and Rodriguez were charged with forgery but these charges were never pursued. The grand jury later indicted them with tampering with a witness, but on October 18 all charges were dropped on grounds that there was not sufficient evidence. “The assistant district attorney, Steve Brittain, said it was just a bunch of b.s.,” Perez said. “The judge had to have some-tiling, whatever he could get on us, because he wanted to discredit the governor’s office.” Perez said he belives his indictment and the governor’s response in replacing him at GOMA with an Anglo from East Texas who put guards at the doors of the agency’s offices and banned use of Spanish played a role OttJ VOL. Police Chief Vance Chisum addressed the Council and stating that alcoholic beverages and poor lighting accounted for most of the problems the policemen had when they woked the dances. Chisum requested the council to make conditions safer for policemen by considering their suggestions. Once possibility, he suggested was that the city obtain a beer license and hire a man to sell the draft beer in paper cups. He stated that this practice had been used in Eagle Pass and Del Rio as well as Big Spring and that it had solved the problem. Later, a resident of Eagle Pass that was in the audience advised the Council that the banning of alcohol from the Civic Center would ruin the dances in Uvalde. He said in Eagle Pass only as many as sixteen couples will attend the dances with the practice suggested by the Police Chief. Another suggestion from Chisum was the lighting in and outside the Civic Center be improved. Discussion of locking the switch box abd installing fixtures that would eliminate the removal of light bulbs was discussed. City Attorney Phil Hughes was instructed to investigate the possiblity of the city obtaining a beer license. Councilman Bill Mitchell suggested the council anothe Police Department form a committee to look into tiie situation and come up vith the best solution to which Mayor Cain agreed. The annexation of the Burns Addition was again urged by County Commissioner Gilbert Torres at Tuesday’s meeting. In answer to his inquiry, Mayor Cain pointed out to Commissioner T ones that the council had on its agenda for that night the approval of hiring a surveyor to develope the legal description of the annexation areas. Commissioner Torres stated that he felt the city was taking too long and that it looked like the progress on annexation was “back to zero”. The Council later approved most of the areas it has had under consideration, including
