Abandoned Child Remains In Medina County Foster Home Extended managing conservatorship for an indendinate period concering the costody of a 13-mo nth-old abandoned child was ruled in 38th District Court last Monday. District Judge Jack Woodley order that the child who was brought to Uvalde by a truck driver after having been deserted by a young woman hitchhicker near Mountain Home on June 27 remain in the custody of the Texas Department of Human Resources (TDHR). yvith the child accompanied by a man near Johnson City. The woman asked King if he wanted the baby stating that she didn’t want the infant anymore. The trucker said he thought the woman was joking. After arriving in Mountain Home,, the trucker said the man and woman got but of the truck leaving the baby, along with its birth certificate with him. The birth certificate listed the baby’s name as Denise and its mother as Cynthia L. Engberson, 20. father Thomas Allen Engberson, 30 King said he felt was not the man who accompanied the woman King, who is the father of three children, had stated he would like to adopt the child if possible. Corte Ordena Costodia De Niña Abandonada Community Council Board Re-elects Alvin Smith Alvin J. Smith of Uvalde was re-elected as chairman of the board to the Community Council of Southwest Texas, Inc. at their annual meeting last Tuesday night in the Reading Room of the Civic Center. Re-elected as vice-chairman was Jose Angel Gutierrez of Crystal City. Also, eiectcd to post were Mrs. Charles Emily Wilson of Brackettville as Treasurer and Rev.Antonio -Gonzalez of Sabinal as secretary. In other actions, Juan Perez of Crystal City was appointed to serve as representative of that city on the board. He is replacing Salvador Munoz. The board voted unanimously to authorize the Council’s staff to submit a commmunity Food and Nutrition Program proposed to the Community Services Administration. The amount of funding is S35,OOO. Council Executive Director Josué (Geo) Garza presented an overview of the years actividades (August 1 1977 to July 31,1978) Garza’s report indicate finding of $ 270,000 for Head Start programa in Uvalde, Crystal City, Batesville Nueces Cay on, Brackettville and Camp Wood. Community Services Adminstration-General Prog ra mm m i ng total funding 8149,840 the following counties: Uvalde, Zavala, Kinney City Council Donates *1,500 To Nutrition For Elderly Program Members of the Uvalde City Council agreed to donate $1,500 to the Barrio Development Corporation’s Nutrition for the Elderly Program as the city’s share for the upcoming year. The action took place during the regular session of the Council last Tuesday night at City Hall. County Commissioner Gilbert Torres, representing the Barrio Development Corp., told councilmen that the program has been a great success and noted the large numbef of participants that were in the audience to express their support of the program. Commissioner Torres renewed his request that garbage collection services be provided to the Burns Addition. Councilman Quiroga reported that he and assistant city manager Albert Mireles had interviewed 40 of the 185 householders in the Burns Addition and stated that 36 were in favor of such service, 3 opposed and 1 undecided.. However, he noted that 11 simil-iar areas outside the city limits and asked where the city would stop providing such service. Mireles added that several of the people interviewed noted that with garbage collection service, they would have all city services and not need to be annexed. Torres asked that the Council consider the matter until the next meeting and that he be placed on the agenda again. In other action, the Council rejected a request from the Uvalde Tennis Association for the City of Uvalde to maintain and pay the electric bill for lights to be installed by the association on the high school tennis courts. Bill Thomas, president Texas Department of Human Resources Youth Program total funding 824,000 for recreation centers in Sabinal, La Pryor and Brackettville. Medical Services total funding 89,300 in Uvalde, Real and Kenny Counties. Rudy Musquiz, Council Comptroller, told the board that the agency had been able to remain within budget limitations and audit findings had been satisfactory. Other annual reports were presented by Bill Bret/ke, assistant director and Ismael Diaz, program planner. of the local tennis association, told councilmen the projected cost of electricity for the courts would run approximately $963.60 per year. Councilman Quiroga expressed concern at setting the precedent of paying utility costs on property not owned by the city. Councilmen approved the rezoning of lots 1 through 13 and lots 18 through 30 in the Southwest Subdivision from B-2 (Highway and Secondary Business District) to R-l (First Single Family Dwelling District). The residential district is Ventriloquist Due In Uvalde August 20 Ventriloquist Oscar Zamora will be at the Uvalde Civic Center on August 20 at 5:00 for a special Back to School Program sponsored by the League of United Latin American Citizens (LULAC). Local LULAC President Mike Esparza said that Zamora, who serves as news director for KWEX-TV in San Antonio, will be accompanied by his dummy Don Chema. Admission to the show will be $1 for children age 12 and under and $1.50 for adults. Richard Th orman, attorney for the TDHR Regional Office in San Antonio told Judge Woodley that the baby’s grandmother, who resides in Oregon, had contacted their office concerning the adoption of the child. Thorman said the Oregon Public Welfare Department is currently conducting a case study of the grandmother and the findings will forwarded to the San Antonio regional office of TDHR. The search continues for the mother of the abandoned child who Thorman said had contacted the Uvalde Police Department on July 6 and said she was in Salt Lake City, Utah. She was not present at Mondays hearing. The incident began when Curtis W. King, a 25-yenr-old trucker from Memphis,Tennessee picked up the woman located between the La Quinta Apartments and Las Vegas Drive-In. Resignations from Bob Blevins as a member of the Planning and Zoning Commission and Robert Graves as alternate member of the Zoning Board of Adjustments were accepted. Replacement members will be selected at the next council meeting. The Council denied a request from El Sol to rent the swimming pool for a promotional children’s swim meet as no policy has been established for commercial use of the pool. Zamora will be in Uvalde for the annual Diez y Seis celebration on September 16. He will serve as parade marshall. The LULAC is also accepting $1 donations for a Sylvania 25” Color T.V. console which will be given away on Tuesday, August 18. The races are sponsored by the Uvalde Kiwanis Club with starting time slated as 2 o’ clock in the park just southeast of Uvalde. Also participating ¡n the races will be Deborah Knapp of KSAT -TV Channel 12 and Margo Spitz of KENS—TV Channel 5. The three Newswomen will be pitted against each other in fhe “Celebrity Race.” Anyone desiring to participate in the races can do so by entering one of the several different divisions out outlined in the rules. Divisional races will be held for those under 16; 17 to 22; 23 to 35 and 36 and over. A women’s “ Open Race” will also be held without regards to age.
