Page 10 EL UVALDE TIMES Foreign Investment In U.S. Farmland Part III By Barry Jones UVALDE-Current concerns in our com-munity over foreign investment in crop and ranch land is not the first time in history that investors from overseas have come to U.S. shores looking for real estate. ‘Foreign investment actually hit a peak prior to the turn of the century, said Dr. Richard Floyd, a Texas Agricultural Extension Service economist for real estate. ‘The same pattern followed in those days also when farmers objected and many states passed laws to restrict foreign investment,” he said. Why exactly do foreign investors consider American farmland a plum worth picking? Dr. Floyd says there are at least five major reasons to prompt investors to seek real estate in this country. They are the following: —Our right to own land under a stable and free governmental system. “This has historically been a major attraction to foreign investment in U.S. farm land, and remains so today,” he said. —Income from agriculture comes from operating the farm itself and from appreciation in land values. “We are all aware that profits from farm operations have not been that attractive, averaging 4.7 percent return on investment since 1970,” Dr. Floyd said. “But, capital gains from farmland ownership have been substantial. Since 1975 capital gains income has been more than twice as large as farm income on a current dollar basis.” The economist said that while these capital gains are not realized eacii year, they must be considered part of income over the long run. They also are taxed on only about half the rate of current income. “The point is that the combination of net income and potential capital gains makes farmland an attractive investment,” he said. —Despite rising land values, recent devaluation of the dollar overseas has made U.S. farmland less expensive to the foreign investor who has been holding a strong currency such as the German Mark or Japenese Yen relative to the U.S. farmer who must buy land with dollars. “Since much of the investment in domestic farmland has come from West Germany, the mark offers an excellent illustration.” Dr. Floyd emphasized, “In January, 1979, the mark would buy double the number of dollars it did in January, 1970.” “This means simply that for West German investors holding marks, U.S. farmland is 50 percent cheaper than it is to the U.S. investor with dollars. If the dollar strengthens, this situration would change.” “To strenghten the dollar,” Dr. Floyd “We must get inflation and our balance of payments deficit under control.” —Aside from investment for agricultural use, farmland may be purchased for its value Civil Rights.... in terms of other resources or use potential. “This incentive to buy farmland is particularly important in Texas where energy production potential and urban or industrial development potential continue to be strong considerations in buying land,” Dr. Floyd said. —The existence of tax advantages to the foreign investor compare to the U.S. investor is a very complex issue. It varies from country to country and is difficult to generalize. Religious Freedom “Free exercise of religion has become an empty promise” to many Americans, keynote speaker W. Melvin Adams, of the General Conference of day Adventists, told participants at a U.S. Civil Rigths Commission-sponsored consultation on religious discrimination in Washington, D.C., last month.
