Farmers, who for a time had a priority claim on all of the fuel needed for their purposes, are concerned that they have lost that priority as the government tried to provide more fuel for trucks. I stres- sed to them that re-evaluations of needs will be made monthly, with due consideration given to fuel for irrigation and their next plan tings. Truckers were told that more consideration being given to their needs. I told gasoline dealers that efforts were being made to provide for people driving to and from their jobs and to permit continued tourism. was By I recognize the immediate needs and the possible effect of the latest imported price increases ordered by the OPEC nations abroad. I have also been concerned about long-range solutions. Support Synthetic Fuel Funds Last week, by a vote of 368 to 25, the House voted to launch a major synthetic fuels Abraham (Chick) Kazen, Jr. M.C effort, providing $3 billion to get two million barrels a day by 1990. I supported the bill, as amended by our majority leader, Jim Wright of Ft. Worth, to provide enough fuel to meet military needs and have additional production for civilian uses. The bill also provides that if private industry does not accept plans to subsidize synthetics pro- duction, the government may build its own plants. either the government or the consumer would meet the economic demands. We did not specify any type of synthetic fuel, and would support coal liquefaction, oil shale, tar sands or other conversion processes. But even as I voted for the bill, I remained certain that we could greatly increase domestic oil and gas production if Huge Domestic Possibilities I breakfasted last week with the Independent Oil and Gas Producers’ spokesman and have checked with a number of the major companies. I am told that the normal oil well today produced about 20 to 22% of its capacity when pumped and flooding with water will bring up a-bout 8 per cent more. Other measures, such as use of detergents, chemicals, steam or fire will recover 10 per cent more in oil that has clung to the underground rock and sand. While 10 per cent may not seem significant, we should realize that is one-third more than pump- ing and water get. We also know there are great amounts of oil in areas not now economically feasible to develop.
