Councilman John Harrell was for the recommendation, but Councilman Bill Mitchell felt that would not eliminate the inequites that prompted the re-evaluation.
It has been 20 years since the last re-evaluation wa s made by the city. Many older homes have gone up tremendously in value and still pay 1959 taxes, while new homes are those bought recently pay more.
Fred Horner also spoke against the re-evaluation. He said the Council had a responsibility to do what was best for the City and the citizens. He said many citizens did not know how to approach the Council to question then property values. He said his property value had been lowered to what he said it should be and he thought this was not fair (because it was changed so easily).
Horner added that was a lot of divisiveness in the community and that the Council could chancre this

Alejandro has been a member of the Law Enforcement Club for two years and has always been a very conscientious student. The presentation was made yesterday afternoon.

City Approves
Annexation
No sooner had one big issue been settled the Council was off to another ‘ ‘toughie ’ ’ —annexation.
Mayor Pro-tem Rodney Studer asked that citizens that had appeared before at the various public hearings not speak again but rather let others speak.
Amaro Cardona presented the Council with a petition of 50 signatures favoring annexation saying the citizens who had signed did not realize before that there was opposition to the Bums Annexation and had assumed they did not have to come forth before.
Juan Zavala asked the Council if they could guarantee the citizens of Burns Addition that they would have streets within six months after being annexed. Several councilman said no. Councilman John Harrell, Paul Martinez and Lecho Quiroga all stated they were against annexation because the city would not
be able to provide all the services.
Councilman Bill Mitchell spoke in favor of annexation saying there was more to annexation than the citizens were noticing. He said as long as the Burns Addition was outside the city it could not help improvve it in any way. He said being annexed meant police protection, garbage and sewer, building ordinance protection and the services of the fire department. I hope you people won’t ever need the fire truck’’ he said.
Olga Rodriquez told the citizens “How can you expect the city to provide you with streets within six months, when you haven’t been paying city taxes All this time? Annexation is the first step. Then we can work towards improvements. We are still better off today than we have ever been. ’ ’
Finally the vote came:
Councilman Bill Mitchell made the motion for
annexation. Voting in favor also were John Harrell, Paul Martinez. Against: Lecho Quiroga. Mayor Pro-tem Rodney Studer did not vote but had expressed he was in favor of it. Mayor Charles Cain was absent from the meeting.
The next step is to submitt the annexation areas to the Justice Department. A federal law dictates that cities cannot annex areas to delute the votes of minorities. To show there is an approvable balance of voters the city will begin picking up data in the new annexed areas to comply with a report required by the Justice Department. City employees will be visiting households for this purpose.

D|jo el que muchos ciudadanos no sabían como presentar quejas al Concilio a la Mesa de Igualizacion sobre las nuevas evaluaciones de propiedades. El gran numero de personas que asistieron se debía a la question de la re-valuacion, la annexacion de varias propiedades a la ciudad, y por los alumnos de la clase de gobierno del Southwest Texas Junior College.

Shoplifting Seminar
Scheduled for Nov. 7 & 8
In cooperation with the Greater Uvalde Retailers, the Uvalde Police Department will present a Shoplifting and Hat Check Seminar at the Reading Room of the Civic Center. Two presentations will be made to allow as many employees and employers to attend. The first one will be on November 7th at 7 p.m. to 9 p.m. and the second one will be on November 8th at the same time.
County Attorney David White, Jr. will discuss what his office can do in cases of hot checks and other similar violations.
Police Chief Vance
Chisum will conduct a program on armed robberies and Lt. RL. Montgomery and Juvenile officer Howard Edwards will conduct a presentation on counterfeit money and shoplifting.
With the holiday season coming up and an increase in shoppers it is highly recommended that merchants and their employees take advantage of this program. Chief Chisum stated that after the same seminar was held last year there was a very significant drop in the shoplifting and other related crimes.

El Censo de 1980—- de que se trata?

El dia del censo todavía esta varios meses adelante, pero la actividad local para la preparación del censo decenial 1980 ya se esta llevando acabo. El Departamento del Censo de los Estados Unidos ha abierto una oficina en Laredo como central para la administración de una campana extensa de promoción y educación del censo. La oficina servirá' la Area Metropolitana Estatetica de Laredo (SMSA) y trece condados alrededor.
La razon para esto es ara reducir por 2.5 % el
numero de personas que no se contaron en el censo de 1970. Aunque esta figura paresca insignificante, cuando se convierte en números resulta en una figura alarmante- 5.3 millones de gente. Aun asi, esta figura no fuera tan significante- considerando que el Departamento conto' 203 millones de gente— si las personas que no fueron contadas hubiera sido distribuida atraves de la nación. Pero éste no es el caso.
Las figuras del censo indican que la mayor porción de la populación que no fue contada consistió* de grupos minoritarios concentrados en el Sur y
los estados del Sudoeste-estados con la mas grande concentración de Negros e hispanos. Y en ningún tiempo en la historia de los Estados Unidos la falta de contar la gente ha afectado tanto a estos estados mas que cuando la distribuicion de fondos federales (aproximadamente 50 billones de dolares) fueron basados, totalmente, o en parte, en las figuras de populación. Los programas como Revenue Sharing, o sean los ingresos de impuestos que el goviemo federal devuelve a las ciudades y condados, La Ley de Educación Eelementaria y Secundaria, los HUD
block grants, -programas de construcción de casas, etc., y los fondos de la CETA -fondos de la Ley Entrenamiento y Empleo Comprensivo, son solamente unos de los dineros que llegan a las comunidades y que son basados totalmente en las figuras del censo. Muchos de estos programas son para el beneficio de grupos de bajas ganancias que viven en el Sur de Texas y en otras partes de este pais; asi es que cuando no se cuenta toda la gente que vive en las comunidades resulta en que estas no recibirán todo el dinero en programas que les corresponde.
Igualmente importante, a concecuencia de la decision de la Corte Suprema de que se tiene que dar un voto por cada persona, que el uso de las figuras de populación del censo se usen para acomodar los precintos de votar—y asi determinar quien representa a que area en el estado, o en el nivel local. Y esto es ciertamente lo que viene afectando directamente a cada ciu-dano
El sector privado también usara las figuras del censo extensamente. Los negocios y la industria dependen mucho de las figuras en la planificación de la producción y las
ventas de productos y ser: vicios— donde se deben localizar o relocalizar, que cantidad o actividad pueden esperar y que amplitud de precios	y
que temas de anuncios se deben usar y donde ponerlos.
Finalmente, pero claro que no menos importante, el censo de 1980 ayudara'a la gente, organizaciones y al gobierno a obtener un mejor entendimiento de si mismos, de su ciudada-des, vecindades y el pais entero. El censo, en pocas palabras, proevera' el único reporte detallado y exacto de las características sociales, econó
micas y hogaristicas.
Que haraz el Departamento de Censo para mejorar su trabajo? Igualmente importante, que va a ser Usted?'
El Departamento del Censo ha establecido un Programa de Estadísticas de Minorías, diseñado para mejorar su enumeración. Este programa tiene tres mayores acitividades —todos dirijidas a obtener el consejo y apoyo de las populaciones minoritarias a mejorar el cubrimiento y la calidad de los datos en 1980.
Primero, el Departamento del Censo ha establecido comités conséjales sobre el censo para
promover y intercambiar puntos de vista e ideas con los representantes de la gente de origen hispano, asiático, negro y las Islas Pacificas. Por los últimos cinco anos, cada comité se ha reunido varias veces con los oficiales del Departamento del Censo y cada comité con-tinuara'reuniendose con el Departamento antes del censo. El Comité se ha reunido con representantes de las tribus de los Indios Americanos y con miembros de los grupos minoritarios.
