When the President announced that he was cutting grain shipments to the Soivet Union as a result of the Russian invasion of Afghanistan, I said I supported the action because I was confident that domestic agriculture would not be hurt. That confidence was fulfilled last week when the Department of Agriculture announced that up to $2 billion would be used to buy corn, wheat and soybeans previously consigned to the Soviet Union. The money had been set aside in the 1980 and 1981 budgets for commodity support programs, so will not be affected by the President’s current efforts to cut federal spending. VOLUME UNCERTAIN Agriculture Department economists could not provide figures on how much grain will be purchased by government. Instead, the plan calls for purchasing whatever proves necessary to maintain the price levels of. early January, when the embargo was announced. Com in mid-February was selling at an average national price of $2.36 a bushel. Purchases are planned to push the price back up to $2.45. Grain sorghum prices should be affected because com and grain sorghum are interchangeable for cattle feed. Corn actually purchased and stored by the government cannot be sold for less than $3.15. Soybean purchases, expected to take the 700 million metric tons ordered by the soviets, will be subject to offers from the Commodity Credit Corporation, beginning in mid-April, while 4.5 million metric tons of wheat will be brought up as it is harvested. NEW WHEAT CORN TARGETS The House last week approved 7 per cent increases in target prices for 1980 wheat and feed grains. Target prices are important for two reasons, the House was reminded by Congressman Tom Foley of Washington, Chairman of the House Agriculture Committee. They provide a safety net against unexpectedly low prices by providing government payments of the difference between the target prices and average market prices in the first five months of the crop year. The target prices are also used to calculate compensation provided to farmers if their crops are hit by natural disasters. The House tried last year to re-establish target levels that we thought would be fair to farmers hurt by production cost increases, but we could not get agreement in the Senate. Now that has been achieved, and the legislation has gone to the President for signature into law. LOAN PROGRAMS EXTENDED The House also voted. 392-22, to extend and increase farm loans to those farmers unable to get private credit. The American Bankers Association urged passage, as did the farm organizations, so the House increased the ceiling on total loans to $6 billion and increased from $50,000 to $100,000 the maximum amount that could be borrowed to buld on-farm storage facilities. When we established the farm loan emergency program supported because I recognized need to operation encouraging to those who produce our food and fiber. The orginal bill provided funds to launch the loan program, but these have been nearly exhausted, so I saw the obvious need to continue and improve the program. A healthy farm economy is a keystone to the nation’s health, supports our small towns and cities, and serves every American in an essential way. REJECT REGISTERING WOMEN By a vote of 8-1, the Personnel Subcommittee of the House Armed Services Committee tabled a bill providing for registration of women for military service. I was one of those who opposed the bill, which was supported only by Mr. Won Pat of Guam. I pointed out that military services already getting all women they can use volunteers, and testimony before the Committee showed that a majority of citizens of this country, where the draft to reinstituted, would oppose the drafting of women. The Committee action did not involve young men. By law, the President has authority to call for registration of male youths, and we have been informed that he will soon call for registration of 18 and 19-year-olds to provide the nation with an inventory of personnel-how many there are and where they are- in case we ever have to reinstitute the draft of young men.
