EL UVALDE TIMES August 9, 1979 ____________ - This I Have To Say By Olga Rodriquez Esto Lo Tengo Que Decir Por Olga Rodriquez Commissioners Meets Monday THE Uvalde Hospital Authority Is To Blame! For a progressive, friendly city that we like to think we are, Uvalde is really behind the times when it comes to adequate medical care. Despite the fact that there have been many advances in medical services and federal programs to help the needy, Uvalde still has many citizens suffering because they do not have a family doctor, or cannot afford to see one or go to the hospital for a serious illness. I cannot go further without blaming the Uvalde County Hospital Authority and several influential doctors here for “SQUASHING” an attempt to establish a Rural Health Initiative Clinic in Uvalde. Josué Garza, Director of the Community Council and his staff spent many hours working on a proposal to establish a federally funded clinic that would care for the elderly and the deprived citizens of this community. The doctors here who ”called-in” their objection to the clinic to the HEW office were afraid of losing some customers to this clinic and charged the Community Council with exagerated statistics. These are some statements made directly to me by one of the objecting doctors. As it turned out, the doctors agreed to set up “Garza’s Clinic” if THEY wrote the proposal and apointed the members of the board of directors for the clinic. They spent $5,000 re-writing the same proposal and chose board members who were also employees at the Hospital and not even as a courtesy asked George Garza or anyone else involved in the original committee to be members of the board. As I predicted in this newspaper last year, HEW TURNED THE HOSPITAL’S PROPOSAL DOWN, just as the doctors hoped it would. Now There’s another effort being made to set up a clinic that would provide health services on a ’’sliding fee scale” according to the patients ability to pay. Representatives of such a successful clevic is Crystal City, Centro De Salud are willing to assist Uvaldeans in preparing the required proposal. These people are mere convinced than anyone else that Uvalde needs help because many people turn to Crystal City for the help they don’t receive here. Centro de Salud receives funds for patients in Zavala County only and cannot take care of patients outside the county. Once again our citizens will need the local doctors support in obtaining the clinic. I urge everyone interested in establishing a health clinic to contact members of the Hospital Authority and make your wishes known. Our tax money is there in Washington. We must work together and bring it home! El residía en 128 Calle Modesta y había nacido el 6 de Abril, 1961. Le sobrevivían sus padres, Sr. y Sra. Mauricio (Danny) Sanchez, Sr., tres hermanos, Rogelio, Roberto, y Rolando Sanchez; una hermana, Olga Mae Sanchez, y sus abuelitos, El Sr. Mauricio Sanchez y Arturo Ybarra, Sr. No puedo seguir sin culpar a la autoridad del Hospital del Condado. (Los que dirijen el hospital fijan los costos, las reglas, y emplean a los doctores) Igualmente culpo a varios doctores influyentes aqui por haber “APLASTADO” un esfuerzo por establecer una clínica de Salud de Iniciativa Rural aqui en Uvalde el ano pasado. Josué Garza, Director del Community Council y su personal, gastaron muchas horas preparando una aplicación para establecer una clínica con dinero federal que podia atender a los ancianos y la gente pobre de Uvalde. Los doctores de aqui LLAMARON POR TELEFONO a la oficina del Departamento de Salud, Educación y Bienestar (HEW) en Dallas y se opusieron a la clinca porque dijeron queGarza había exagerado las estatisticas (el numero de personas pobres). Estas declaraciones me las hizo a mi personalmente uno de estos doctores. Como resulto, los doctores aceptaron que se estableciera la “Clínica de Garza” pero si ELLOS preparaban la aplicación y escogían a los miembros de la mesa directiva que dirijiria la clínica. Ellos gastaron $5,000 en preparar la misma aplicación y escogieron miembros de la mesa que eran empleados del hospital (eso no se puede hacer). No tuvieron siquiera la CORTESIA de invitar al Sr. Garza para esa directiva, o cualquier otra persona relacionada con la primera aplicación. Asi como yo lo predique en esta columna el ano pasado, HEW RECHAZO LA APLICACION DEL HOSPITAL, asi como querían los doctores que lo hicieran. Ahora se esta juntando otro grupo de gente para establecer una clínica que proporcionaría servicios de salubridad a un costo rebajado según su abilidad de pagar. Representantes de una clínica en Crystal que ha estado trabajando con mucho éxito - el Centro de Salud, están dispuestos a ayudar a la gente de Uvalde a preparar la plicacion y en todo lo necesario para establecer la clínica. Ellos comprenden la gran necesidad de atención medica que exister aqui porque mucha gente de Uvalde va a Crystal buscando ayuda. El Centro de Salud recibe fondos para el Condado de Zavala y no puede gastarlos en pacientes fuera del condado. Otra vez la gente necesitara la coperacion y apoyo de los doctores y la Autoridad del Hospital para obtener esta clínica. Community Leaders Must Assess Housing College Station-Many Texas Communities are faced with a shortage of adequate housing, and this dilemma will continue to grow unless positive action is taken. Dr. Fred Cross with the Texas Agricultural Extension Service at Stephenville suggests that community leaders and officials plan for realistic and orderly housing growth. And the Extension Service has prepared materials that can be used to systematically study, evaluate and act upon the community’s current and projected housing situation. “Housing needs will continue to grow as Texas’ population increases,” notes Cross, a community resource development specialist. He points to a recent study by the Texas Real Estate Center which reported that the state’s population grew by 853,000 people from April 1, 1970 to July 1, 1974.
