Nuevo Programa De Ayuda Con Cobros de Teléfono
El servicio Lifeline, (se pronuncia laif lain) un programa nuevo aprobado po la Comisión de Utilidades Publicas (PUC), ayudará a las personas de bajos ingresos a recibir precios reducidos por su servicio teléfonico. Lifeline está disponible desde el 29 de Agosto de 1991. Este servicio da un descuento de $3.50 en los precios mensuales de servicio básico. Además, se rebaja adicionalmente los $3.50 por la linea que es un cobro impuesto por la Comisión Federal de Comunicaciones y que va incluido cada mas en su cuenta, resultando así un abono total mensual de $7.00 para cada recipiente de Lifeline.

The Jail Standards Commission will continue to monitor the facility and according to Mitchell the jail continues to be plagued with problems. He says the state will close this facility if measures are not taken to renovate.
The Commissioners Court is seeking to not only renovate the jail but to also expand the holding capacity to 96 beds. ”Our current needs far exceed our capacity," said the Judge.

rules and regulations which have followed now allows local officials to hold only twentyeight prisoners. Female prisoners cannot be held in the present jail and are now being transported to Zavala County where Uvalde County is paying a holding rate of $35 per day.
There are approximately 745 people now on probation in Uvalde County.
"If you take a conservative 10% of those on probation and put them in jail you are looking at 74 people. Add that number to the 28 now in jail and you can see the need would be 102,” said Judge Mitchell.
The judge went on to say it is not feasible for Uvalde County to close the Uvalde jail and
Lifeline.
Reducción Mensual de Servicio Básico

contract with Zavala County or any other county to hold local prisoners. He said it would cost in excess of $900,000 per year just to pay for housing the prisoners. He went on to say additional cost would be the transportation factor of moving prisoners from Uvalde to Crystal City on a daily basis.
"A tremendous security factor will also come into account which is almost impossible to calculate,” he added.
The judge also added that local officials are not desiring to build a local jail in order to attract outside prisoners. He said the Commissioners Court is not looking for the new jail facility to be a revenue generating operation.
"We are not looking to go in the cell for rent aspect of the business that other counties have chosen," commented Mitchell.
The County Judge also said that he and District Judge Mickey Pennington have been very active in using alternatives to incarceration in order to keep the jail population low. Alternatives used by the court system include probation, electronic monitoring, intensive supervision probation, pretrial release supervision and placement in the residential treatment center.
"Considering the demands of the commission on Jail Standards and the demands for incarceration of prisoners, it appears this county has very little option but to build a new county jail, or at least add on to the present facility,” concluded the County Judge.
